Reverend Cecil Carl Garrett, Sr., 84 of Lake Wales, died at home under Good Shepherd Hospice Care. Veteran of U. S. Armed Forces, Former City of Lake Wales Code Enforcement, Building Inspector and Police Officer. Former Pastor of Saint Luke Missionary Baptist Church in Dundee, Florida.
